I did look at some screenshots for HOI IV and it appears you can no longer upgrade simply the guns, engines, armor, etc. I remember playing the original HOI years ago and getting late game and realizing "crap, I forgot to research X so I won't be able to make Y anytime soon." It was a learning experience that gave me additional replayability to the game. It's also the thing I loved about older Hearts of Iron games.
